Citizen Law Initiative for Gender Identity
The gender identity law initiative was the product of a process of deliberation among different civil society organizations which, in 2009, drafted the proposal. This participatory process was resumed in 2016 and the draft was modified. A year later, it was introduced in Congress by a member of the "Convergencia" (lit. convergence) party, with the support of several activist groups. The law proposes the recognition of equal marriage, of the identity and rights the transsexual population, and of hate crimes based on sexual orientation as crimes of discrimination; in addition, it suggests policy measures for the prevention of bullying of LGBTI youth.
