Urban Popular Housing Program

The Urban Popular Housing Program began in 1988. It was born as a product of the housing needs in the country, especially after the effects of the crisis in the 1980s, which led to the development of marginal areas and slums, particularly amongst the most disadvantaged sectors of the population. In this context, and lacking adequate models and programs for these people, who promoted the application of participatory methods in search of communal development and improvement of the quality of life, the Housing Program promoted by the Housing Promotion Foundation (FUPROVI) was implemented. By 2016 the program registered 80 000 Costa Ricans who had improved their quality of life by having housing and an organized community.
