Sao Paulo Mini-Public: Lapenna Territory Neighbourhood Plan

The Sao Paulo Mini-Public was an experience organized by Delibera Brasil and the Tide Setúbal Foundation with the goal of debating the Neighborhood Plan of the Lapenna Territory in a participatory manner. The deliberative experience was organized with selected residents to participate in two stages: an informative phase and a conclusive deliberation phase. A previosly formed Content Group prepared the information block and the essential data to facilitate the discussion. 36 participants were selected from which 16 effectively came to the debate sessions. During the process, a diagnosis of the ?Lapenna we have? was produced and proposals for the ?Lapenna we want? were discussed, addressing different topics of relevance for the neighbors: vehicles, parking, garbage, trees, public lighting and recreational spaces. The process concluded with the formulation of recommendations to be included in the Neighborhood Plan. The Lapenna Territory Neighborhood Plan is a microplanning tool created by residents and local associations of the São Miguel Paulista region, which includes the communities of Jardim Lapenna, Vila Gabi and Vila Nair, with around 12,000 inhabitants. This planning instrument is foreseen in the Master Plan of the City of São Paulo as a way to solve territorial challenges through participatory urban management.
