Organized Crime Observatory
The Organized Crime Observatory is an initiative to monitor and observe the phenomenon of transnational organized crime in Venezuela and the South American region, through well-matched indicators and standards. The body, led by the non-governmental organization Asociación Civil Paz Activa (lit. Civil Association for Active Peace), is funded by the European Instrument for Democracy and Human Rights (EIDHR). The Observatory aims to be a point of reference for the mandatory consultation of government agencies, and thus to influence the design, execution and evaluation of public policies that mitigate the impact of organized crime in Venezuela and the countries of the South American region.
Institutional design
Formalization: is the innovation embedded in the constitution or legislation, in an administrative act, or not formalized at all?

Mode of Selection of Participants: is the innovation open to all participants, access is restricted to some kind of condition, or both methods apply?
