National Cybersecurity Plan
The National Cybersecurity Plan was designed in a participatory manner between 2015 and 2016. The preparation started with working groups separated by sector. Representatives of the government, civil society, and the education and infrastructure sector, among others, participated in the deliberation of the draft Plan. In the web portal of the National Secretariat of Information and Communication Technologies, the final version of the draft was available, accessible to all citizens. It not only allowed citizens to download the document, but gave them the opportunity to attach comments and suggestions through a form on the web portal.

Decisiveness: does the innovation takes binding, non-binding or no decision at all?
