The Observatory of Public Procurement was installed in 2009 by the civil society organizations Participación Ciudadana (lit. Citizen Participation) and Foro Ciudadano (lit. Citizen Forum) in order to hold public procurement activities of 28 public institutions accountable. Next to the general observation, the organizations in charge also organized sub-observatories of the health and construction sector. Twelve institutions of public health provision (the Ministry, social services, various civil society organizations such as the Dominican Red Cross) were asked to submit information on their procurement activities. Information for the observatory was gathered by reviewing public announcements across seven main newspapers, the websites of the organizations in question, the website of the General Directory for Public Procurement as well as questionnaires distributed by Participación Ciudadana. Ultimately, the organizations published a report, discussing the collected results.
