Costa Rica listens, proposes and discusses
Costa Rica listens, proposes and dialogues is a digital platform launched by the Government of Costa Rica in the context of the Coronavirus pandemic. This platform allows citizens to propose solutions in the following three thematic areas: Public Finances and Agreement with the International Monetary Fund (IMF); Economic Reactivation; Job Creation and Protection. Citizens can participate on behalf of an organization or in their own capacity. After the submission of proposals, citizens can participate in a virtual forum in which government authorities discuss with the citizens some of the proposals they received.
Institutional design

Mode of Selection of Participants: is the innovation open to all participants, access is restricted to some kind of condition, or both methods apply?
