National Development Plan 2018-2022 "Pact for Colombia, Pact for Equity"
The National Development Plan is the instrument of the Colombian government that establishes the guidelines and commitments of action for the period of government. It is organized in three sections: the Bases of the Plan, the Investment forecast, and the articles for Instrumental Provisions. The Plan was developed in a participatory manner through regional and departmental tables, in which an estimated 10,000 people participated, and through a web platform where citizens could add their proposals and comments, with the participation of another 5,000 people. The plan identifies three pillars of action for the 2018-2022 period: legality, equality, and entrepreneurship and productivity.

Mode of Selection of Participants: is the innovation open to all participants, access is restricted to some kind of condition, or both methods apply?
Type of participants: those who participate are individual citizens, civil society organizations, private stakeholders or a combination of those?
Decisiveness: does the innovation takes binding, non-binding or no decision at all?
