Citizen Innovation Mapping in Bogotá
The Ibero-American General Secretariat (SEGIB), through its Citizen Innovation Lab, carried out between June and July 2016 a mapping of initiatives promoting innovation and participation in Bogota. This activity was co-organized with support from Colombia's Ministry of Culture and the Nation's General Archive. To carry out the mapping, interested citizens and active agents in the areas of innovation and culture were invited to participate in face-to-face and virtual workshops where they learned how to use a tool called CIVICS, also developed by SEGIB, to carry out the mapping. Any citizen was able to participate after registering on an online form. The results of the mapping were uploaded to CIVICS by the participants and the event coordinators.
Institutional design
Formalization: is the innovation embedded in the constitution or legislation, in an administrative act, or not formalized at all?
Frequency: how often does the innovation take place: only once, sporadically, or is it permanent or regular?
Mode of Selection of Participants: is the innovation open to all participants, access is restricted to some kind of condition, or both methods apply?
Type of participants: those who participate are individual citizens, civil society organizations, private stakeholders or a combination of those?
Decisiveness: does the innovation takes binding, non-binding or no decision at all?
Co-governance: is there involvement of the government in the process or not?
