Participatory Elaboration of CONPES Documents

The National Council for Economic and Social Policy (span. CONPES) is a body that brings together numerous representatives of the national executive branch and representatives of regional and local governments. This body acts as an advisor to the government in all aspects related to the economic and social direction of the country, and is in charge of preparing national policy guidelines. In recent years, the Council has begun to open participatory stages in the preparation of some of these documents, making working versions of documents available and allowing citizens to send comments by email to be considered in the preparation of the final document. This procedure has been implemented, among others, for the Anti-Corruption Policy and the Intellectual Property Protection Policy document.

Type of participants: those who participate are individual citizens, civil society organizations, private stakeholders or a combination of those?

Decisiveness: does the innovation takes binding, non-binding or no decision at all?
