Policy Guidelines for Smart Cities
The public policy guidelines for smart cities are a guiding document prepared by the National Planning Department for the implementation of a common framework to implement a smart cities approach across the country. These guidelines were subject to consultation with citizens through a website that made available a first version of the document and communication channels so that citizens could comment on the proposed measures, or propose changes, additions and new ideas. Citizen comments were considered for the final version of the document.

Mode of Selection of Participants: is the innovation open to all participants, access is restricted to some kind of condition, or both methods apply?
Type of participants: those who participate are individual citizens, civil society organizations, private stakeholders or a combination of those?
Decisiveness: does the innovation takes binding, non-binding or no decision at all?
Co-governance: is there involvement of the government in the process or not?
