High Level Advisory Committee for Black, Afro-Colombian, Raizales and Palenqueras Communities
The High Level Advisory Committee for Black, Afro-Colombian, Raizales and Palenqueras Communities is an organization created within the law of recognition for the black communities in 1993 in order to follow up on the provisions of said law. Its main functions are to serve as an agency for dialogue and debate between the Communities they represent and the National Government and to contribute to the search for consensuses and agreements between these Communities and the State and to solve land problems that might affect them, in order to promote the titling and provision of land. This Commission was regulated in 1994 and later supplemented in 2008, which defines its composition, functions and the registration process of the community organizations and councils of these communities. The Commission is composed of Deputy Ministers and Directors of the Government, as well as representatives of the black communities of Antioquia, Valle, Cauca, Chocó, Nariño, Atlantic Coast and other regions of the country with black communities and with raizales such as San Andrés, Providencia and Santa Catalina.
