Recife Participates

Recife Participa (lit. Recife Participates) is the official citizen participation program of the city of Recife, created in 2013 to replace the participatory budgeting process in Recife. It consists in the realization of plenary sessions, workshops and meetings open to the population in neighborhoods and communities of the city. The main objective is to discuss priorities for municipal initiatives in each neighborhood and to include such demands in the most strategic budget schemes of the city. In each part of the city, a forum of the program is formed with councilors elected by the population who are responsible for monitoring the implementation of the policies and suggestions discussed in plenary sessions. The main difference when compared to the previous program is that Recife Participa does not confine itself to the definition of budget priorities, but instead promotes an open debate about city planning.
