DefeZap

DefeZap is a web and mobile based platform established in 2016 by the civil society organization "Meu Rio" to monitor and expose police abuse in the city of Rio de Janeiro. Through DefeZap's website and WhatsApp channel, citizens can send - anoyimously if desired- evidence of police brutality and illegal activities in the force. The DefeZap team curates the content and then proceeds with the legal remedies available without the citizen being identified. They have uncovered cases of racism, suppression of manifestations, violence against journalists and lawyers. From the videos received until 2016, 11 uncover deaths and the investigating authorities have proceeded with disciplinary measures.

Formalization: is the innovation embedded in the constitution or legislation, in an administrative act, or not formalized at all?

Frequency: how often does the innovation take place: only once, sporadically, or is it permanent or regular?

Mode of Selection of Participants: is the innovation open to all participants, access is restricted to some kind of condition, or both methods apply?

Type of participants: those who participate are individual citizens, civil society organizations, private stakeholders or a combination of those?

Decisiveness: does the innovation takes binding, non-binding or no decision at all?
