Digital Cabinet of Rio Grande do Sul

The Digital Cabinet of Rio Grande do Sul, created in 2011, is a channel for participation and dialogue between the state government and society. Its main objective is to provide new tools for digital participation to offer different opportunities for citizens to influence public administration and exercise greater social control over the State. It was a pioneering experience in Brazil that encouraged several other similar experiences at the local level, especially in municipalities. The portal provides the following tools for participation: Governador Responde (lit. Governor responds) - through which people send questions directly to the governor and the most voted question is answered directly through a video at the end of each month; Governo Escuta (Government listens) - relies on the transmission of public hearings via the internet that uses chats as means of participation; Governador Pergunta (lit. Governor asks) - platform to send and prioritize proposals to the state government via the internet; De Olho nas Obras (lit. Keeping an eye out on the works) ? permits and stimulates citizen monitoring of public works in the state; Diálogos em Rede (lit. Discussions in a network) - in which issues related to digital culture are discussed online and in person. It is estimated that more than 200,000 people interacted on the platform until its extinction, after the defeat of governor Tarso Genro in 2014.

Frequency: how often does the innovation take place: only once, sporadically, or is it permanent or regular?

Mode of Selection of Participants: is the innovation open to all participants, access is restricted to some kind of condition, or both methods apply?

Type of participants: those who participate are individual citizens, civil society organizations, private stakeholders or a combination of those?

Decisiveness: does the innovation takes binding, non-binding or no decision at all?
