Anatel Dialogue: Public Consultation Nº 8/2015
The public consultation nº 8/2015 ?Dialoga Anatel" (lit. Anatel Dialogues) was an online consultation held by the National Telecommunication Agency (Anatel), in 2015, to gather input from the society and formulate their contribution to the Executive Order regulating Law n. 12.965/2014 that establishes principles and rights for the use of the Internet in Brazil and regulates net neutrality. The Law n. 12.965/2014 is known as the ?Marco Civil da Internet? (lit. Internet Civic Framework) and it was the first crowdfunded legislation to be formally enacted. It establishes that the CGI.br and Anatel should be consulted in matters of network regulation. The Public Consultation nº 8 gathered inputs especifically addressing the network neutrality provisions in Law n. 12.965/2014. Anatel received around 140 contributions from different stakeholders ranging from private companies, technical community and academia. The final text was sent to the Presidency to contribute on the formulation of the Executive Order.
