Smart Cities Hackathon
The Smart Cities Hackathon was a marathon held from March 6-8, 2015, which brought together about 70 programmers, big data experts, urban planners, communicators and citizens to work collaboratively and look for technological solutions to major problems in the city of Caracas. The issues addressed were divided into 14 challenges including mobility, security, public services, e-government, environment and sustainability. The event was organized by Global Urban Datafest, with the support of media groups SDI and IBM.
Institutional design
Formalization: is the innovation embedded in the constitution or legislation, in an administrative act, or not formalized at all?

Mode of Selection of Participants: is the innovation open to all participants, access is restricted to some kind of condition, or both methods apply?
