National Plan for Racial Equity and for Afro-descendants

The National Plan for Racial Equity and for Afro-descendants was an initiative of the Department of Afro-descendants in the Human Rights Division of the National Directorate for Socio-cultural Promotion of the Ministry of Social Development (span. MIDES). The purpose of the Plan is to guide public policies to promote the economic, social and political inclusion of Afro-descendants at the national level, as well as to incorporate the ethnic-racial perspective in state policies, programs and projects. To create this plan with goals and measures to be adopted, a deliberative and participatory process was convened with civil society organizations and government entities representing Afro-descendant groups in Uruguay. Six regional territorial assemblies were held during the months of October and November 2019 in Salto, Río Negro, Rivera, Lavalleja, Canelones and Montevideo. In addition, interviews were conducted with referents and heads of civil society organizations and focus groups were convened with the members of the Civil Society Consultative Council formed by Law 19,122, of the Working Group on Racial Equity Policies created by Presidential Resolution DS / 181 , and other institutional representatives with experience in the area.
