Plebiscite / Referendum on constitutional reform on security

The Plebiscite for a constitutional reform on security was held on October 27, 2019, alongside the national presidential and parliamentary elections. The plebiscite submitted to the citizens' consideration a constitutional reform aimed at introducing changes in public security. The proposal included: the reaction of a National Guard (military) with members of the Armed Forces of Uruguay, the prohibition of early release for certain crimes, a reviewable life sentence, and enabling night raids. The initiative was promoted by National Party senator Jorge Larrañaga and by the public campaign "Living without Fear" (span Vivir sin Miedo), who organized and that gathered the necessary signatures to call the plebiscite. A counter-campaign was led by social, cultural and educational organizations, under the slogan "No to reform, fear is not the way" (span. No a la reforma, el miedo no es la forma). 2,431,472 people voted, but the proposal reached only 46.83% positive votes out of the total valid votes, so it was rejected.
