Social dialogue - Uruguay towards the future
The "Social dialogue - Uruguay towards the future" is a participatory meeting aimed at reaching long-term national agreements. Social organizations can register to acquire the right to submit proposals and be part of the dialogue tables. The proposals must be within the theme of the UN Sustainable Development Goals and the discussion spaces are to be open to all citizens. The ultimate goal is to produce reports that include the opinions expressed during the process regarding each proposal, which would allow for the generation of public policies. Three forums were held: Development and International Insertion, Social Protection, and Transversal Policies. The results of the debates were included in the Uruguay 2050 National Development Strategy.
Institutional design
Formalization: is the innovation embedded in the constitution or legislation, in an administrative act, or not formalized at all?
Frequency: how often does the innovation take place: only once, sporadically, or is it permanent or regular?
Mode of Selection of Participants: is the innovation open to all participants, access is restricted to some kind of condition, or both methods apply?
Type of participants: those who participate are individual citizens, civil society organizations, private stakeholders or a combination of those?
Decisiveness: does the innovation takes binding, non-binding or no decision at all?
Co-governance: is there involvement of the government in the process or not?
