National Innovation Strategy
The National Innovation Strategy was designed through participatory workshops that took place in different regions of the country. In these workshops, citizens identified the country's challenges, capabilities and opportunities. The process was under the responsibility of the National Innovation Strategy Promotion Team, created specifically for this purpose. The resulting strategy was awarded the international U-Gob 2021 prize, and focuses on five challenges, entitled: 1. Water for the Future; 2. Paraguay, Creative and Cultural Nation; 3. Paraguay, World Producer of Green Food; 4. Sustainable Cities in Paraguay; 5. Protected and Resilient Paraguay.
Institutional design
Formalization: is the innovation embedded in the constitution or legislation, in an administrative act, or not formalized at all?
Frequency: how often does the innovation take place: only once, sporadically, or is it permanent or regular?
Mode of Selection of Participants: is the innovation open to all participants, access is restricted to some kind of condition, or both methods apply?
Type of participants: those who participate are individual citizens, civil society organizations, private stakeholders or a combination of those?
Decisiveness: does the innovation takes binding, non-binding or no decision at all?
Co-governance: is there involvement of the government in the process or not?
