National Innovation Strategy Team
The National Innovation Strategy Promotion Team was created by Presidential Decree No. 2314. Its purpose was to design and implement participatory mechanisms for the formulation of the National Innovation Strategy, and to coordinate the formulation process. Once the strategy was drafted, the team had to present it to the President of the Republic for approval. The team was composed of representatives from academia, the productive sector, civil society and the public sector, and the resulting strategy focuses on five challenges, entitled: 1. Water for the Future; 2. Paraguay, Creative and Cultural Nation; 3.Paraguay, World Green Food Producer; 4. Sustainable Cities in Paraguay; 5. Protected and Resilient Paraguay.
Institutional design
Formalization: is the innovation embedded in the constitution or legislation, in an administrative act, or not formalized at all?
Frequency: how often does the innovation take place: only once, sporadically, or is it permanent or regular?
Mode of Selection of Participants: is the innovation open to all participants, access is restricted to some kind of condition, or both methods apply?
Type of participants: those who participate are individual citizens, civil society organizations, private stakeholders or a combination of those?
Decisiveness: does the innovation takes binding, non-binding or no decision at all?
Co-governance: is there involvement of the government in the process or not?
