Auditions for the Asunción Target Plan
The Target Plan for the municipality of Asunción is a mechanism which seeks to make the use of the public budget and the works of the administration transparent, utilizing specific indicators. Although the administration makes decisions on the budget, the Target Plan also contains a participatory element; audiences on the annual budget are organized for a public debate with citizens. Opinions are transmitted to the municipal executive, but do not modify the already decided budget.
