Guide on Politicians
Guide on Politicians is an initiative of the Civic Space Foundation, which monitors the degree of transparency of the candidates running for the Panamanian Congress. It is a platform in which each candidate is assigned a score, which is calculated on the basis of the results assigned to him/her in a series of indicators. The score depends on whether the data for each indicator is publicly available or not. The dimensions that the guide takes into account are: academic training and professional experience, political proposal, judicial processes, declaration of assets and interests and, for the 2014-2019 period, also a declaration of benefits as a deputy. The methodology for assigning scores is available on the Guide's website, which is updated regularly.
Institutional design
Formalization: is the innovation embedded in the constitution or legislation, in an administrative act, or not formalized at all?
Frequency: how often does the innovation take place: only once, sporadically, or is it permanent or regular?
Mode of Selection of Participants: is the innovation open to all participants, access is restricted to some kind of condition, or both methods apply?
Type of participants: those who participate are individual citizens, civil society organizations, private stakeholders or a combination of those?
Decisiveness: does the innovation takes binding, non-binding or no decision at all?
Co-governance: is there involvement of the government in the process or not?
