National Council for Tobacco-Free Health

The National Council for Tobacco-Free Health was created by Executive Decree no. 63 of 2003, as an advisory body in the design, monitoring and evaluation of policies related to tobacco control and exposure to tobacco-based products. The Council also coordinates prevention, recovery and rehabilitation activities to control tobacco consumption and the exposure to tobacco smoke and monitors the interactions of the tobacco industry with public or semi-public entities. The Council is made up of 19 members, among which are representatives of 6 Ministries; the National Customs Authority; the Health Commission of the National Assembly and representatives of civil society associations and institutions from the private sector, who work on health issues (e.g. the Panamanian Association of Diabetics and the Foundation for Osteoporosis and Metabolic Bone Diseases). The Council?s proposals and recommendations are submitted to the National Tobacco Control Commission. The Council may meet, in cases where necessary, with representatives of the Tobacco Industry; however, the members of the Council are not allowed to meet them either individually or in groups, in addition to other measures the Council implements to avoid conflicts of interest.
