Our Budget Observatory
The Our Budget Observatory is an online platform that provides the populace with information on the General Budget and the Annual Hiring Programs. Data are extracted from the public information of government institutions and are published in open-data format. The objectives of this initiative are to increase the participation of civil society in the monitoring of public resources; to disseminate budget information and public procurement; and, to facilitate the use of information for the creation of public policies and citizen participation initiatives. The platform is divided into five modules: 1) expenditure of public institutions; 2) municipal contracting; 3) national contracts; (4) public investment program; and, 5) government revenues.
Institutional design
Formalization: is the innovation embedded in the constitution or legislation, in an administrative act, or not formalized at all?
Frequency: how often does the innovation take place: only once, sporadically, or is it permanent or regular?
Mode of Selection of Participants: is the innovation open to all participants, access is restricted to some kind of condition, or both methods apply?
Type of participants: those who participate are individual citizens, civil society organizations, private stakeholders or a combination of those?
Decisiveness: does the innovation takes binding, non-binding or no decision at all?
Co-governance: is there involvement of the government in the process or not?
