Family Consultation (Movimiento por la Carta Popular)

The Family Consultation of the grassroot organization Movimiento por la Carta Popular was conducted to monitor the extent of knowledge and contact that citizens had with mechanisms of participatory democracy, and the ideas that they had to increase their participation in the democratic system. They were also asked about the needs of their neighborhood, and about the actions undertaken by social organizations in the area. The purpose of the monitoring, which had the technical support of professionals from the Universidad de General Sarmiento and was carried out through surveys, was to know the progress of participatory democracy in the localities where the participants live according to their concrete experiences. The results of the consultation were analyzed and presented in a public open day at Universidad de General Sarmiento, and the conclusions of the consultation were systematized in a final statement called "the people's charter", which is considered a precedent for the creation of the Participatory Budget in San Miguel.
