Open Council Chair
Open Council Chair is a space provided by the Deliberative Council of the Municipality of Morón that allows the participation and intervention of the neighbors of the locality in the ordinary sessions of the Council. Citizens can register to attend any session of the Council and expose their complaints, problems or proposals in ten minutes. To do this, one can simply submit an application in advance. The Council commits to initiating a file from the participation of each resident. The proposal should not be debated at the time of submission, but the Councils undertake to provide reports or responses in the subsequent session.

Formalization: is the innovation embedded in the constitution or legislation, in an administrative act, or not formalized at all?
Frequency: how often does the innovation take place: only once, sporadically, or is it permanent or regular?
Mode of Selection of Participants: is the innovation open to all participants, access is restricted to some kind of condition, or both methods apply?
Type of participants: those who participate are individual citizens, civil society organizations, private stakeholders or a combination of those?
Decisiveness: does the innovation takes binding, non-binding or no decision at all?
Co-governance: is there involvement of the government in the process or not?
